If AI Script is unchecked, the game engine sets civilians until the people consists of at least 4 humans that are neither women nor soldiers.
Alas, babies and children (including female ones) are neither women nor soldiers - i. e. if you assign 4 babies/children (but no men) to an AI, the AI does not create civilians and after 1 minute comes the Player Died message.
